The first meaningful chance of the second period fell to the Cornish side when Watts' free-kick clipped the top of the crossbar.
Both sides spurned good opportunities to grab a second goal before it all got a bit ugly after Truro City's Joe Broad lunged in on Ashley Nicholls.
It the dying moments, the Truro defence failed to deal with a cross and Moore was fist to react and fired home to secure three points for Dorchester.
Moore has now scored 16 goals in the Blue Square South this season, while Dorchester move up to 11th place in the league table.
