He said the budget he would be setting would secure the recruitment of another 12 police officers, increase the number of special constables and improve support for the victims of crime.

He said: "My decision to recommend raising the precept has not been made lightly.

"The 1.95 per cent option represents the best balance between sustaining the force and seeking to limit the impact on council tax payers."

The new intake of police officers will be recruited in June. It will result in an overall reduction of 38 officers, rather than the original figure of a loss of 50 officers.

Officer recruitment has been suspended since June 2010.

The commissioner said the impact of possible future cuts in Government funding could leave Dorset Police with no officer having less than eight years' service.

He said that would give the force an unbalanced profile and make it less representative of its community.

The full council tax bill is comprised of payments to county, district and town or parish councils and the fire service as well as for Dorset Police.
